A short council Meeting

The second council meeting in October was relatively short. The council discussed the bypass progress, expecting a date of completion in April. The contractors are removing sand as quickly as possible, working on signage, and awaiting right-of-way and tie-in plan approval from UDOT.
They talked a bit about getting power lines connected and someone mentioned the bottom of Shangri-La Drive already having “A spaghetti bowl of utilities going through there.” It will be interesting to see how the bypass shapes up in the next few months.
The new city manager, Ken Billingsley, is still settling in and has been providing slide show presentations which are informative and assist the understanding of many of us visual learners.
Culinary Water Master Plan
Billingsley explained that the Culinary Water Master Plan was completed last Spring but was not adopted. He said he wanted to go through it and have Sunrise Engineering come to the next council meeting to speak on the topic again. He mentioned a couple of times that there is a “fee rate” included in the plan, but that adopting the plan does not mean that the fee rate is also adopted. That may have been the sticking point for adopting the plan before.
There was much discussion on water, both culinary and irrigation, the re-use facility (water treatment plant in Confluence Park) and how everything will work to provide a stable water supply for Toquerville’s future.
City Code Discussions
Also discussed at length was parking on the city right-of-way. The parking time allowed remains 96-hours, and it is important to note for all citizens that Toquerville ordinances are only enforced “by complaint”, meaning that if you observe a violation of an ordinance, you must make a complaint before the city will address it. There is no parking enforcement officer on staff and the code enforcement officer is not driving around looking for citizens breaking ordinances. This is literally called enforcement by complaint.
